To be able to access sites that have self-signed certificates or have encryption set below 1024 bits, enter this command at an elevated command prompt.
certutil -setreg chain\EnableWeakSignatureFlags 8

This was a problem directly after Internet Explorer 10 came out, I don’t believe this issue is prelevant any more.
